Foster Hall


Foster Hall, originally constructed in 1901, is scheduled for a full modernization funded through state capital outlay. This project will renovate the entire building interior, repair the exterior, and complete limited site work. The base bid plus 3 alternates is estimated at $3.39 million. The State Capital Outlay Request for $4.77 million that includes all costs of renovations has been approved. The cost of the full capital outlay which includes fees This will take place over the next several years with its expected completion in Spring/Summer 2027. The goal is the reopening Foster Hall as a safe, accessible, and modernized facility for students and faculty.
Work will include accessibility improvements such as a new ADA ramp at the rear of the building, restroom renovations, and updated door hardware. Mechanical, electrical, and plumbing systems will be replaced, including new HVAC units, controls, data, and fire alarm systems. Interior spaces will be refreshed with new flooring, acoustic ceilings, insulation, and paint, while offices and the main lobby will be reconfigured to meet today’s academic needs. Stairways, handrails, and guardrails will be updated to meet code requirements, and hazardous materials will be safely mitigated during construction.
Exterior repairs will preserve the building’s historic character with brick cleaning and sealing, soffit and fascia repairs, refinished awnings, and restored decorative guardrails. Additional enhancements include new water fountains, door scanner access at main entries, and the installation of an elevator to improve mobility between floors.
This renovation marks the first major building wide interior upgrade for Foster Hall since 1968 and a parking lot improvement in 1971.
